Kyoto University Receives Research Excellence Accreditation
Kyoto University has moved beyond the preliminary milestone described in the original version of this article. Japan's Ministry of Education, Culture, Sports, Science and Technology, known as MEXT, accredited Kyoto University as a University for International Research Excellence on July 31, 2026. On August 7, the minister also approved the university's Research System Strengthening Plan.
Kyoto University says it will implement the approved reforms over 25 years, beginning with a new department-based research structure and stronger investment in people, including early-career researchers.
What changed in 2026
The sequence matters:
- July 3: MEXT's advisory review concluded that Kyoto's proposed plan could meet the required standard and that the university might qualify for accreditation.
- July 31: MEXT formally accredited Kyoto University as a University for International Research Excellence.
- August 7: the minister gave final approval to Kyoto University's Research System Strengthening Plan.
The July 3 announcement was not the final decision. The July 31 accreditation and August 7 plan approval are the current official status.
What the designation is intended to support
Kyoto University's published vision focuses on original research, training researchers and highly skilled professionals, and building an international knowledge hub. Its approved plan describes long-term structural reform and investment in research capacity.
Those ambitions are important, but students should not treat them as a promise of a particular new degree, laboratory position, scholarship, or admission advantage. Applicants still need to verify the requirements and funding for the exact graduate school, program, supervisor, and entry year.
What prospective students should check
The graduate school and course
Kyoto University does not use one universal graduate application. Requirements, examinations, language expectations, and deadlines vary by graduate school and major. Start with the university's Graduate Admission Guide for International Applicants, then follow the current guidelines for your intended school.
The supervisor and research fit
For a research degree, identify faculty whose current work matches your proposed topic. Read recent publications and laboratory pages, and confirm whether the school expects contact with a prospective supervisor before application. A famous institution is not a substitute for a strong research match.
The language of instruction
Kyoto University lists several degrees taught in English, but English availability depends on the program. Check the university's English-taught degree program list and the current application guidelines. Do not assume every laboratory or administrative process operates fully in English.
Funding
Kyoto University and MEXT publish scholarship information, but selection is competitive and eligibility varies. The university advises students to secure sufficient financial resources before arrival because many scholarship applications are made after matriculation.
Review Kyoto University's scholarship guidance and the relevant year's MEXT rules. Research excellence accreditation does not itself award a scholarship to an applicant.
Costs and immigration
Use current official figures instead of broad estimates. JASSO reported 408,069 international students in Japan as of May 1, 2025, a 21.2 percent increase from the previous year. That national total includes universities, graduate schools, professional training colleges, and Japanese-language institutes.
